    A blank licence means the upstream catalogue did not state a real SPDX identifier — it is left empty rather than guessed. “Repo gone” requires two consecutive failed checks, so a single 404 never shows here. Set-aside entries were harvested but held out of the default view (forks of upstream projects, CI plumbing, deployment recipes, locale bundles); they keep their reason, stay in the data, and come back with the toggle above. Entries whose publisher wrote no description at all are among them: the upstream catalogue published none, GitHub had none either, and one is not invented here — not saying what the software does is a failure to share it. 1 stay in the default view despite having none, because they shipped a publiccode.yml, and a publisher's own declaration that something is reusable is never overridden by a rule of ours.
